Elaine has been President of JMI since 2010 and part of the JMI team since 2008. She is responsible for program development, staff recruitment, and management of research and technical assistance projects. Elaine has more than 20 years of experience studying justice systems and has become a recognized leader in the application of evidence-based practices, weighted caseload studies, and workload assessments in the adjudication process. Prior to joining JMI, Elaine served as the Director of Research and Evaluation at the American Prosecutors Research Institute where she developed and delivered training for prosecutors on a variety of topics including case management, workload assessments, needs assessments, strategic planning, and evaluation. Her work has been published in numerous peer-reviewed journals including the International Journal of Comparative and Applied Criminal Justice, Victims and Offenders, American Journal of Criminal Justice, and the Forensic Journal of Nursing as well as professional journals and publications including The Court Manager, Future Trends in State Courts, and The Prosecutor magazine. She also co-edited a book published by SUNY Press titled The Changing American Prosecutor and has authored numerous book chapters, encyclopedic entries, monographs, and reports. Elaine is currently enrolled in the Criminology, Law, and Society Ph.D. program at George Mason University and also holds from there a Master of Arts in Sociology (Crime, Delinquency, and Corrections) and a Bachelor of Arts in English.
